The Goal of the Yolo County Community Health Initiative (Yolo CHI) is for EVERY child in Yolo County to have health insurance and access to quality, affordable health care services including mental health services, dental health services, vision services and prescription services. Recently we changed the name of this initiative from "Children's Health Initiative" because it is also our goal for every parent to have health insurance. With the implementation of health reform we hope to facilitate the transition to health insurance for all members of a family.

Formed in March 2005, Yolo CHI is a broad-based coalition of public, private and community based partners who have come together to achieve this goal. Through an extensive outreach and enrollment program, Yolo CHI creates “one-stop-shopping” for families seeking health coverage for their children. Yolo Comunity Health Initiative is co-chaired by YCCA’s Executive Director and a local Kaiser Permanente Physician.
YCCA employs 6 full time Community Resources Specialists who are also Certified Application Assistants – CAAs. Community Resources Specialists work with local families educating them about health insurance and about the health services options that are available to them, regardless of income. Community Resources Specialists will also personally walk a family through the process of applying or re-applying for health insurance and other available family support services such as Supplemental Nutrition Assistance Program (formerly Food Stamps). All Community Resources Specialists are bi-lingual (English – Spanish) and bi-cultural. Typically, our staff come from the communities they serve.

Typically a family of four earning less than about $60,000 per year would be eligible for one of these programs. For some of the programs immigration status doesn't matter.

Cost
Children enrolled in MediCal pay no costs for premiums or co-payments.
Children enrolled in Healthy Families or Kaiser Child Health Plan pay premiums ranging from $5-$15 per child and co-payments at $5 per service. Co-payments are payments for visits to the doctor, for prescription drugs, for emergency services or other services. Some services are free. Free services include immunizations and other preventive care.
How to Enroll
Throughout Yolo County there are 26 Certified Application Assistants (CAAs) available to help families through the process of applying or re-applying for health insurance for their children.
You will need to bring the following documentation:
- Proof of income
- Proof of age of child
- Proof that you live in Yolo County.

Facts and Figures
Children with health insurance are healthier that those without health insurance.
- Uninsured children are 70 percent less likely to receive medical care for common conditions such as ear infections and are more likely to rely on expensive emergency rooms for routine care.
- Thirty percent of uninsured children are less likely to receive medical care when they are injured.
- Twenty percent of uninsured children have untreated vision problems.
- Twenty-five years of health care research shows a reduction of the incidence of death by 10 to 15 percent for children with insurance.
- Children with health insurance experience better health than those without it by 25 percent.
The cost of insuring our uninsured children makes good fiscal sense.
- Federal matching funds will pay for approximately 62 percent of California’s uninsured children.
- Every dollar invested in children’s health insurance in Yolo County can be matched by from $1 to $2 from the federal government.
- Each dollar spent on childhood immunizations saves $13 down the road.
- The Urban Institute estimates that as much as 50 percent of the cost of covering uninsured children is already available “in the system.”
- Of the nearly eight percent of California children who lack health insurance, more than half qualify for Healthy Families and Medi-Cal insurance.
Just as all children are guaranteed access to education, it is essential to provide every child with comprehensive health insurance.
- Uninsured children are likely to go without needed care, and as a result, also are likely to pass on communicable diseases to insured children in school and in the community.
- Uninsured children also most often end up in emergency rooms where care is more expensive to provide and typically not reimbursed. Consequently, the community, as a whole, is burdened with increasing levels of communicable diseases, and emergency care becomes more expensive with longer wait times for all.
- According to the Institute for Health Policy Solutions, “Children’s access to health insurance and health care are important determinants of better health outcomes and readiness to learn."
- "A regular source of care is particularly important in assuring that appropriate preventive services are provided, acute and chronic conditions are diagnosed and treated in a timely manner, and that children’s development is adequately monitored."
- "Regular access to preventive services can decrease need for emergency and specialized services.”
Why is outreach important?
Health care plans and benefits and the health care delivery system are complicated, intimidating to many and often create barriers to parents concerned about obtaining health insurance for their children.
The Community Health Initiative’s goal is to reduce parents’ fears and confusion by offering family-friendly locations where families can meet with application assistants who are trained to help them enroll their children in a health insurance program and other family support programs, if desired.
Why is retention important?
The success of the Yolo Community Healthy Initiative ultimately will be measured by the level of enrollee retention and the increased utilization of care by formerly uninsured children. To achieve healthy communities, we must reach out to all residents and make it a priority for every child to have the health care they need to succeed in school and in life.
The uniqueness of Yolo Community Health Initiative is we are: 1) addressing the specific needs of uninsured children and families in Yolo County; 2) providing the administrative continuity necessary to eliminate barriers to continuous care for children and families; 3) educating enrollees on how to proactively use the local care delivery system; and 4) providing the resources necessary to make available trained and effective application assistants to help families enroll their children in health insurance coverage programs.
