SUMMARY:

Are you interested in working with one of the region’s most innovative and exciting nonprofits serving children and families throughout Yolo County? Are you an excellent administrator with a talent for supporting Program Managers? Yolo County Children’s Alliance (YCCA) is seeking a Programs Director to oversee and support several of YCCA’s Program Managers. 

The Program Director is responsible for supervising and supporting the Managers of YCCA’s high quality community based programs. These programs take a strengths-based approach and focus on access to resources, information, and building of social capital.  The Program Director is responsible for quality assurance, coordination, and communication across programs as well as providing day to day administrative and budgetary oversight, program support, and supervision to six (6) Program Managers:

  • Family Strengthening Programs Manager – parent education, developmental screening, in-home safety monitoring,
  • Yolo County Child Abuse Prevention Council Program Manager
  • Healthy Families Yolo County Program Manager (a nationally accredited home visiting program)
  • West Sacramento Family Resource Center Programs Manager – health insurance enrollment and navigation, food programs including CalFresh, income tax preparation assistance (VITA), resource and referral, and youth focused workforce development
  • Workforce Development Program Manager, including Youth focused WIOA
  • Housing Programs Manager – housing stability, homeless services

This is a senior leadership role that will often participate in the executive leadership and decision making process. The ideal candidate will possess strong operational skills, expertise and experience training and supporting less experienced managers including with supervision, administrative systems, reporting, and budget management.

The successful candidate will be team-orientated, have excellent verbal and written communication skills, excellent organizational skills, and strong follow through. S/he will establish and maintain cooperative relationships with staff and program partners, respond to sensitive matters and/or situations with discretion and tact, foster a cooperative work environment, and work efficiently within a wide range of constituencies representing a diverse community
 

ESSENTIAL DUTIES & RESPONSIBILITIES:                                                  

  • Oversight and supervisory support to Child Abuse Prevention Council (CAPC) Program Manager and her activities:
    • Staff to Yolo County Child Abuse Prevention Council
    • Staff to Yolo Family Strengthening Network
    • Development & publication of parent guides and other child abuse prevention related publications.
    • Participation in regional and statewide child abuse prevention collaboratives and work-groups
  • Oversight and supervisory support to Family Strengthening Program Manager who is responsible for:
    • In Home Safety Monitoring program, a collaboration with Child Welfare Services to support families in reunification and family maintenance.
    • Supervision, training, and programmatic support of 3 direct service staff
    • Administrative and programmatic oversight and supervision of 2 Program Coordinators for parent education, and developmental screening
    • Programmatic reporting
    • Relationship building and collaboration with partners
  • Oversight and supervisory support to Family Resource Center Programs Manager who is responsible for:
    • Administrative and programmatic management of health insurance enrollment, retention, and navigation assistance; food programs including weekly food distribution and CalFresh enrollment; tax return preparation assistance (VITA), resource and referral
    • Supervision, training, and support of ten staff within these programs including 1-3 AmeriCorps Members and Program Leads
    • Programmatic reporting
    • Relationship building and collaboration with partners
  • Oversight and supervisory support to Housing Programs Manager who is responsible for:
    • Administrative and programmatic management of our housing stability program and our homeless services program
    • Supervision, training, and support of 6 staff within these programs including Program Coordinators
    • Programmatic reporting
    • Relationship building and collaboration with partners
  • Oversight and supervisory support to Healthy Families Yolo County Program Manager / Clinical Supervisor who is responsible for:
    • Administrative and programmatic management of a nationally accredited Healthy Families America home visiting program
    • Supervision, training, and support of staff within these programs including a Program Supervisor
    • Programmatic reporting
    • Re-accreditation process every three years
    • Relationship building and collaboration with partners
  • Oversight and supervisory support to Workforce Development Program Manager who is responsible for:
    • Administrative and programmatic management of our WIOA Youth Workforce Development
    • Supervision, training, and support of 1 additional staff within this program
    • Development and maintenance of relationships with workplace training worksites
    • Relationship building and collaboration with referral partners
    • Programmatic reporting
  • Establish and maintain cooperative relationships with all staff including other Program Directors, Program Managers, Supervisors, Coordinators, Direct Service Staff, and program partners
  • Crisis management
  • Co-creation and implementation of cross program events and activities including collaboration with community partners
  • Work within general agency culture
  • Respond to sensitive matters and/or situations with discretion and tact
  • Foster a cooperative work environment
  • Work independently and show initiative 
  • Possess strong interpersonal & communication skills, both orally and in writing
  • Work efficiently within a wide range of constituencies representing a diverse community

ESSENTIAL QUALIFICATIONS:

Screening and selection of Programs Director includes consideration of characteristics including but not limited to:

  • Proven success supervising and motivating staff, as well as providing support to staff in stressful work environments. Specifically, proven success in reflective supervision and administrative supervision.
  • Excellent communicator including for reports and proposals
  • Successful fingerprint and background check
  • Ability to travel throughout the county, Northern CA, or out-of-state for meetings and conferences (mileage/travel expenses reimbursed)
  • Knowledge of Family Resource Centers, their philosophy and roles within the community
  • Knowledge of infant and child development and parent-child attachment
  • Experience with family services that embrace the concepts of family-centered, strengths-based, and trauma informed service provision.
  • Knowledge of the 5 protective factors
  • Knowledge of maternal-infant health and dynamics of child abuse and neglect
  • Familiarity with Yolo County
  • Bilingual is a plus
  • Proficient in Microsoft applications (excel, word, powerpoint, outlook) and online databases

EDUCATIONAL AND WORK EXPERIENCE REQUIREMENTS:

  • Education: Master’s degree in public health or human services administration or fields related to working with children and families, plus 3 years of Program Management and / or high level supervisory experience.  Or, Bachelor’s degree with 5 years of Program Management and/or high level supervisory experience
  • Administrative management experience in human service or related field including experience in quality assurance/improvement and program development
  • Experience providing services to culturally diverse communities/families
  • Experience in home visiting with a strong background in prevention services
  • Experience with reflective practice
